Inspector and Roadside Activities

The Inspector course is intended for those undertaking certain non-invasive activities where workers are on foot and have minimum interference with the road user. 

One of the defining characteristics of these activities is that the Inspector MUST move off the carriageway when there is approaching traffic – they must not expect traffic to move, slow down or avoid them.  If the work situation is such where traffic is affected, this must not be undertaken by Inspection activities, and a higher level of temporary traffic management must be utilized (with the appropriately qualified personal supervising).

This qualification allows inspection activities to be carried out on all roads, but only more then 2m away from the edgeline or edge of seal on multi-lane roads with speeds 70km/h or more. 

The Inspector is now a stand-alone warrant that does not require an STMS to be supervising.

To gain a similar warrant, a person would have to attend the TTM Worker, TMO-NP and TMO practising assessment, or a practicing STMS warrant for the level of road operating on. 

While the Inspector is a Waka Kotahi NZTA warranted course, it is not a Unit Standard assessment (but is carried out under similar assessment criteria).

Who is it for?

Any person who undertakes simple business activity, on foot, with non-invasive activities within the road reserve.  This includes activities such as:

  • Surveying or marking
  • Scientific or technical observations
  • Taking photographs or visually assessing assets or resources
  • Services location
  • Reviewing or assessing planned or completed road works and related activities once the static (fixed) worksites have been removed.
  • Quality checks or audits
  • Traffic counts, or installing traffic count equipment
  • Checking or working on road side cabinets and access pits out of the carriageway (subject to additional requirements and conditions)
  • Cleaning signs and edge markers.

This DOES NOT include, for example:

  • Lifting sump lids in the carriageway
  • Testing services (such as fire hydrants) in the carriageway
  • Remediating footpaths, kerb and channels
  • Construction or excavation activities (other than very minor works only involving hand held equipment out of the carriageway).

Any there any prerequisites?

There are no pre-requisites for the Inspector qualification.

However, if you have little or no experience in working with temporary traffic management, or have been out of the industry for some time, it is highly recommended that you first do the TTM Worker qualification as an introduction to the latest Health and Safety requirements, and general awareness for operating safely in the road reserve, and for the industry.

Duration

One day, theory and practical assessment.

What does it teach you to do ?

  • Undertake inspection activities on any part of the road reserve (including the carriageway) on roads of all speeds, excluding or within 2m of the live lane of high-speed multi-lane roads.
  • Undertake roadside activities on roads with permanent speeds of 60km/h or less

    • On-site records
    • Vehicle and equipment requirements
    • Crew briefings
    • Using a spotter
    • Hazard and risk assessment
    • Risk mitigations available under the Inspection category
    • Safe operating areas while undertaking Inspections
    • Options (and limitations) for managing pedestrians
    • How to recognise when a higher level of traffic management control is required – ie, when Inspections are not appropriate for your work activity.
