Apply control measures to a low-risk, low-impact activity within the road reserve

This training programme is designed for persons who undertake low-risk, low-impact activities within the road reserve where Traffic Management (TTM) is not the worker’s primary function. The programme aligns with the New Zealand Guide to Temporary Traffic Management (NZGTTM) and replaces the former NZTA Inspector Workshop.

The course applies to council staff, utility operators, contractors, and other workers who are required to enter the road reserve to carry out non-invasive, low-risk activities that do not require static closures or formal TTM layouts.

Theory delivery may be online (preferred), face-to-face, and is facilitated by qualified assessors and trainers operating under an approved quality management system.

Assessment is conducted in accordance with NZQA requirements and includes:

·         A theory assessment to confirm underpinning knowledge

·         A practical assessment (face to face) involving observed tasks within a live worksite, following completion of an internal Health and Safety induction

Assessment outcomes are reported as Achieved / Not Achieved.

Successful completion of this assessment does not currently result in an NZQA-recognised Skill Standard however you will be issued with a Certificate of Achievement for Appling control measures to a low-risk, low-impact activity within the road reserve which can be used for employers to meet their ongoing training obligations under the Health & Safety at Work Act 2015.  

Who is it for?

This workshop is designed for:

  • Technical Professionals: Inspectors, Surveyors, Auditors, and Engineers conducting routine site visits.
  • Utility Technicians: Personnel performing non-invasive tasks, such as cabinet work, ladder use, or network maintenance (e.g., Chorus/UFB).
  • Civil & Maintenance Crews: Teams managing low-risk roadside tasks, including landscaping, inspections, or minor groundskeeping.
  • Construction & Service Personnel: Staff undertaking low-impact activities like signage installation, window cleaning, or graffiti removal.
  • Road Reserve Contractors: Anyone performing low-risk work that does not require formal TTM setups or static closures.

Led by industry-qualified facilitators, this course ensures participants can effectively manage their safety on-site.

Key Learning Outcomes:

  • Planning and preparation for low-impact activities within the road reserve.
  • Identifying and implementing correct control measures for low-risk roadside work.

Any there any prerequisites?

This is an entry-level program aligned with NZQA Level 3. It is intended for individuals who possess a foundational understanding of the subject matter and the ability to apply practical solutions to routine problems.

While there are no formal prerequisites for enrollment, participants must have access to a relevant workplace to practice and demonstrate these skills. If you do not currently have access to a suitable work environment, please contact us to discuss your options.

Duration

One and a half days – full day theory and a half day practical assessment.
